Howden for many years was a small and relatively isolated community on the shore of North West Bay. Residents formed the Progress Association to address concerns of road maintenance and water supply, etc.
The scope of community concern has broadened during the last few years, therefore the Association still remains a valuable local voice. The Association provides a forum for community consultation for local and state government issues concerning the broader community.
